The Law on Accessibility Requirements for Products and Services
The Law on Accessibility Requirements for Products and Services (Закон за изискванията за достъпност на продукти и услуги) defines accessibility requirements in Bulgaria under the Law on Technical Requirements for Products, coordinated by the Ministry of Economy and Industry.
What it includes
Products:
- Computers and operating systems
- Payment terminals and other self-service terminals, such as ATMs, ticket-vending and check-in machines
- Smartphones and other telecommunications equipment
- Television reception equipment supporting digital TV services
- E-readers
Services:
- Telephone services
- Access to audiovisual media services
- Passenger transport services (websites, mobile apps, e-tickets, passenger information) for air, bus, rail and water transport
- Consumer banking services
- E-readers
- E-commerce
- Receipt of emergency calls via the single European number 112
Exceptions
Accessibility requirements in Bulgaria do not include: Pre‐recorded time‐based media content (like videos, for example) or document formats published before June 28, 2025, online maps, if the information is available in another digital form, websites or other archived digital material not updated or issued after June 28, 2025, and services provided by micro-enterprises.
Fines and penalties
Failure to meet accessibility requirements can result in fines that escalate with on-going non-compliance. Repeated non-conformities leads to substantially higher sanctions on subsequent checks. This tiered approach encourages manufacturers, importers and other operators to ensure full accessibility compliance at all times.
- First offense: fine of 500 euros to 2500 euros, or property penalty of 2500 to 12700 euros
- Repeated offense: fine of 1000 to 5000 euros, or property penalty of 5000 to 25500 euros
Reporting
Following the EU mandate, all digital service providers in Bulgaria must publish an accessibility statement on their websites or apps that clearly details:
- If and how their services meet the legal requirements
- A listing of any known barriers to accessibility and planned remediation measures
- Methods for users to report accessibility issues or request assistance
