Fines and penalties
The Romanian regulatory framework enforces penalties to ensure compliance with product and service accessibility standards. Infractions are categorised by type, with escalating consequences for violations.
Fines for producers, importers, distributors and service providers:
- Range from 6,000 lei (about €1205) to 15,000 lei (about €3014) for non-compliance with the accessibility provisions.
Investigating officers can propose complementary actions, including:
- Withdrawal or recall of non-compliant products.
- Suspension of activities.
- Suspension or withdrawal of approvals necessary for operation during non-compliance.
- Authorities are required to inform the European Commission about applied sanctions and proposed measures, with enforcement carried out by designated bodies.
Reporting
Romania follows the EU-wide mandate for accessibility statements on websites and digital services. These statements are essential for maintaining transparency and accountability.
The statement must be publicly available on the organisation’s website and must:
- Provide clear information on the accessibility status of the digital services — whether they meet the required standards, or an outline of existing accessibility issues.
- Detail the measures taken to improve accessibility, including any ongoing efforts or plans for remediation.
- Specify how users can report accessibility problems and request assistance.
Together these keep organisations accountable and transparent in their commitment to accessible digital experiences.
Complaints
Users who encounter accessibility barriers, or who wish to submit a complaint regarding non-compliance, may contact the competent authority — the National Authority for Consumer Protection (ANPC):

Regulation bodies
The regulation is enforced by several designated market surveillance authorities, each responsible for specific sectors:
- The National Authority for Consumer Protection oversees most products and certain services, ensuring compliance with key accessibility provisions.
- The Ministry of Economy regulates industrial and specific service sectors.
- The National Authority for Administration and Regulation in Communications supervises electronic communications services.
- The Authority for the Digitalization of Romania governs digital and IT services.
- The National Audiovisual Council oversees audiovisual services.
- The Ministry of Transport and Infrastructure regulates transport-related services.
- The Competition Council is responsible for overseeing cases where accessibility requirements intersect with market competition, such as when companies may gain or restrict access to the market based on compliance. This role ensures that accessibility is not used to unfairly distort competition and that equal market conditions are maintained.
Getting compliant with QualiBooth
Compliance with Law No. 232/2022 takes two things: evidence that your products and services meet the accessibility requirements, and a published accessibility statement that holds up to scrutiny.
QualiBooth scans continuously against WCAG success criteria, so a barrier never sits long enough to attract a withdrawal or recall, and manual audits by people with disabilities cover what automation cannot. When it is time to publish, our accessibility statement generator produces a statement with the accessibility status, remediation plans and feedback route the law requires.
