Digital accessibility compliance documentation and regulations.

Cyprus regulates digital accessibility through the Law Providing for Accessibility of Products and Services — Νόμος Που Προνοεί Για Την Προσβασιμότητα Προϊόντων Και Υπηρεσιών. The law was enforced in June 2025, and the most recent amendment to it was made on 28 June 2024.

The regulation is governed by the Deputy Minister of Social Welfare, with the Council of Ministers overseeing public departments. The competent authority has the power to check compliance, verify corrective measures, and examine complaints or reports concerning non-compliance with accessibility requirements.

Scope of application

The regulation mandates that a range of digital content and services must be accessible to individuals with disabilities. It applies specifically to:

  • IT hardware and operating systems.
  • Self-service terminals, including payment and ticket machines.
  • Consumer terminal equipment providing electronic communications and audiovisual media services.
  • E-book readers and other consumer IT equipment.
  • Electronic communication services, excluding machine-to-machine services.
  • Audiovisual media services.
  • Passenger transport services, including websites, mobile apps, electronic tickets, and transport information.
  • Banking services, e-books, and e-commerce services.

Exceptions

The regulation does not apply to the content of certain websites and mobile applications. Specifically, it excludes:

  • Web content and mobile applications for pre-recorded media and office files created before 28 June 2025.
  • Third-party content.
  • Archival content.

Fines and penalties

In the Republic of Cyprus, strict adherence to accessibility regulations is enforced to ensure equal access for all users. Non-compliance with the Law Providing for Accessibility of Products and Services may result in significant penalties:

  • A first failure to adhere to the regulation carries a fine of up to €10,000.
  • If the violation persists, the fine increases to €20,000, with an additional penalty of up to €500 for every day the company remains non-compliant.
  • Individuals can also face criminal charges for providing products or services that breach legal or regulatory standards. Ignoring official notices, misusing certifications, or providing false information to enforcement authorities may result in up to two years of imprisonment, a fine of up to €20,000, or both.
  • Repeat offenders face harsher penalties, including up to three years in prison, fines of €30,000, or both.

In practice this means the cost of non-compliance scales with how long a barrier is left unfixed — which is why continuous monitoring matters more than a single audit.

Reporting and the accessibility statement

Service providers must publish and maintain a clear accessibility statement detailing compliance with the law, referencing harmonised standards, and outlining accessibility features.

The reporting procedures related to digital accessibility include:

  • Providing information that proves compliance with the law.
  • Describing how the service meets accessibility requirements.
  • Including information that evaluates the service provider’s compliance with harmonised standards and specifications.

Service providers must also inform consumers about the accessibility of the service. The competent authority has the power to check compliance, verify corrective measures, and examine complaints or reports concerning non-compliance with accessibility requirements.

Complaints

Users who encounter accessibility barriers, or who wish to submit a complaint about non-compliance, can contact the competent authority — the Deputy Ministry of Social Welfare:

  • Email: deputyministry@dmsw.gov.cy
  • Website: gov.cy/dmsw

Getting compliant with QualiBooth

Meeting the Cypriot requirements takes two things: evidence that your products and services conform, and a published accessibility statement that holds up to scrutiny.

QualiBooth scans continuously against WCAG success criteria, so a barrier never sits long enough to turn into a daily penalty, and manual audits by people with disabilities cover what automation cannot. When it is time to publish, our accessibility statement generator produces a statement with the harmonised-standard references and accessibility features the law requires.
